[GCARC] DXCC standings

I am compiling a list of members' DXCC standings, to be published monthly in the back of Crosstalk. This is something that was done several years ago, and then stopped. I was told we can re-start this and publish a standing.

The purpose is to get people motivated to DX. We will only list total confirmed entities (including entities that are no longer valid (like West Germany), from all modes combined. Remember, this is total confirmed, NOT WORKED.
