[GCARC] FT4 GA version is here (wsjt-x version 2.1.0 is released)

As mentioned earlier in the July edition of Crosstalk, the next version of
the "WSJT" software suite, which includes the new FT4 digital mode, is now
generally available.  Have at it world!
Already, 14.080 MHz is quite busy with the FT4 signals.  Included there
right now is K2M, one of the Apollo XI special event stations on the air
there in this mode.
