[GCARC] Renew membership dues with PayPal

PayPal does charge a fee. After much discussion on the matter, the Board of
Directors decided that the club would absorb the cost associated with
membership dues paid via PayPal.

PayPal charges 2.9% plus a transaction fee of $0.30. The fee for a full
membership ($20.00) is $0.88. Even if every member elected to pay
electronically the total cost would be around $110.00.

This is our first year offering the option of electronic payment for
membership and in order to simplify the process, it was decided that we
would not pass the charges along to those desiring to pay via PayPal.

In addition to the convenience for our members, the option to pay
electronically will make it easier for members that do not or cannot attend
the monthly meetings to stay current with dues.
Finally, this provides an opportunity to individuals that do not live
within practical driving distance to our club, but that wish to support our
club through membership, to do so.
