[GCARC] A proposal for a Saturday Training and Testing Session.

It is my understanding that the tech course would be scheduled early with
the general to follow, and finally a VE session at the end of the day. The
Spring Tailgatefest could benefit from the publicity if the events were
held on the same day. The tailgating part of the event would typically
generate most if its traffic early, during the tech course. Candidates for
general would have an opportunity to attend the tailgating event before the
general course.
I think with proper planning the two could work together.
