[GCARC] ARRL's new license class proposal

Hi Urb,
I completed the survey this past week. Personally, I do not see a broken
system and therefore cannot see the need to create a "fix". Particularly
one that has the potential to add a layer of complication for both
candidates and those that teach the courses and proctor the exams. I would
rather see the effort and money go to educational programs that would serve
to both increase participation in the hobby and promote upgrades.
