[GCARC] 220 repeater

The 220 repeater is now in service with the correct offset (-1.6) and PL tone (131.8)

Unfortunately, there is no facility to turn off PL, the repeater set up only allows for PL (CTCSS) or DCS. The good news: you can run tone squelch on you radios now.
