[GCARC] 220 repeater

Yeah I screwed up, when I gave the repeater to Gary for programming I said the split was -1.5 MHz, should be -1.6 MHz. There is a CTCSS tone of 131.8 needed for access.

I'll get up there this week with a laptop and correct the split issue, turn off the CTCSS tone and get some other clean up work done as well.
