[GCARC] Keeping VY1JA On the Air

VY1JA needs our support to help him fund the improvements 
in his station so that he can keep his YT station on the air. 
Most of you know that J has often provided the only NT (NWT) 
and Zone 1 mult in many contests, especially SS.

Note that J has already allowed his station to be remotely operated, and the upgrades will focus on
