[GCARC] Technician Question

Good evening. I recently acquired a Yaesu 2600M 2 meter radio for the car.
It came with a cig plug so I plugged into my HD power supply for my 
TS-570S before trying it in the car. 

Lights up just fine, receives good, but every time I try to program it
screen says 13.8 volts. Does not blow any buses but shuts down
for a few seconds then pops back on. 

Any suggestions what might be and what can I do to get it 
working, Are there repair facilities for Yaesu available. Hate
to send it away since did not pay alot for it.
