[GCARC] Bathrooms at hamfest

This has been a problem the last couple years. Not sure if we still pay extra, but we use to pay $60 extra for bathroom availability. 
1. The paper product are always gone early. We need Wally to replace paper towels and toilet paper. 
2. The women's bathrooms were not open last year, causing us to stand guard while women used the men's bathroom. 
We either need to notify Wally, or go over his head. Especially if we pay extra.
