The options mentioned are certainly good....an indoor dipole in the attic . If you are not upgrading to use other HF bands, also consider an attic delta loop for 10m.
This is 35.4ft full-wave length for 28.4Mhz (string like triangle, and feed from the top center of the loop for state-side, or half-way down either side from the apex for low angle DX, so each of the 3 legs of the triangle would be less than 12 ft ).
If you don't have a homeowner's association restriction, try a stealth vertical in the back. For 10m this would only be about 9ft high for a quarter-wave (remember for a vertical it can be mounted on the ground....height is not necessary but you should have at least 4 radials). Maybe right up against the back of your townhouse? An aluminum vertical can be painted to blend in and be hidden.
