I got in on the middle of this.  I bet someone is trying to charge 
nicads, but it dont matter, lead acid need a controlled charging rate 
too.  The cheapies do that by limiting the charge current with a series 
resistance.  0.1 x capacity is generally considered a safe charge rate.

when is comes to nicads, a pulse charge may be more effective.  Zero to 
high level to zero and back again.  How hi?  Dont know, depends on 
battery and charger capacity.  Best to google the subject and do 
whatever sounds most logical.

Yes, you can charge any 12volt battery by connecting it to a 13.6vdc 
supply, but how you connect it and how well you limit the current drawn 
may make a big difference in if you will ever be able to use tha battery 
again.
