[FPARC] February minutes

Art,
     Pete gave me the thumb drive after the meeting, so it's him you should 
thank.  I just copied the minutes, made the two little corrections, and sent 
them out while everyone was haning out and talking.  The advantage of having 
a laptop virtually everywhere I go.
