Actually the designator "A2" only identifies an AM tone
modulated signal. This would apply whether the carrier is
continuous or keyed with the tone.
The standard Region 1 transmitters key the carrier along
with the tone. I suspect this was originally to save
battery power, especially back in the days of tube transmitters.
It can be generated by modulating a transmitter with a
continuous tone and keying the carrier on and off.
