This is a hand held transceiver for 144 MHz.  Kenwood TH-215A with charger,
no manual. The battery will probably need replacement. It works, the battery
may be weak but it appears to work okay.  Since it is a working radio I am
asking $50.00 plus shipping for it. You should be able to get a copy of the
manual on line.
