Alinco DX-70T (160-10M 100w 6M 10w) - Needs Work

It has the following symptoms:

With 12 volts on the rig in receive mode it's drawing 9 amps.
Receives OK.

The internal 4 amp fuse inside the radio pops.

This came from an estate and the widow did not want to bother
with pre-sale repair.  It was kept in a clean, warm, smokeless
room.

Alinco via phone speculated that it may have a relay stuck or
a broken relay.

I don't have time to get to this, and need the funds for an
antenna project.

Includes DC cable, Original Manual, Original mic.
