That does not happen unless an email reflector goes down. There is no
indication that happened, because others on the same reflector have had no
delays.

The symptoms exactly match what happens when a list Moderator is
unavailable for some reason or other. I've seen it repeatedly. That's why
I always have a backup Mod on my Groups (> 10,000 members)
