A couple of things

the contacts are probably a it pitted. pull the vobrator from the radio 
and run a 6-15VAC across 2 pins for about 15-20 seconds. Find the 
correct pins by experimentation as only 2 will vibrate. It might take a 
few tries.

Replace buffer cap in any event.

Buy a SS plug in vibrator from several Internet vendors, order for 
correct battery ground polarity.
