Hi Brian,

How did you determine that the capacitor was paper.  At such a low value, I 
suspect that the capacitor may be what is called a GIMMICK capacitor.  A 
Gimmick capacitor is made by twisting 2 wires together.  Just take the 2 
insulated ends of the wires and twist them together.  The 2 wires are not 
connected but just wrapped together.  The value of capacitance is determined 
by the number of times the wires are twisted together.  A capacitance meter 
is real handy in this case.
