Mouser for 1 watt:

588-41F-12 (12 ohm) at $2.03 in single quantities

588-41F-500 (500 ohm) at $2.51 in single quantities


For 3 watt:

588-43F-12 (12 ohm) at $1.23 in single quantities

588-43F-500 (500 ohm) at $1.10 in single quantities

Since these are used as meter shunts these 1%
resistors will work fine.  Also, since the 3 watt are
actually cheaper than the 1 watt I would go with them.
