The few extra cents to send a letter is irrelevant. It's the loss of
overseas Surface Mail that's the killer.

As to the new $37 flat rate for up to 20 #, I just filled one of the
roughly 9" x 12" x 6" boxes with Army TMs and weighed it.  It came in at
about 13#, box included.

Last summer, I shipped something like 100 # of manuals to the UK in two
M-Bags for roughly $100. Yes, it took 6 to 7 weeks....  but they were 60
year old manuals.

Under the new rates, it would take roughly 7 of the Flat Rate boxes for
about $259.  (I DON'T CARE if it only takes a week now..  some are still
unscanned)

So much for the new rates, IMO.
