[ForSale-Swap] Postal rates

The PRC has no responsibility for setting international rates.
Here is the reply I received from them

The Postal Regulatory Commission has authority to recommend rates for 
domestic mail, but not international mail. International rate increases were 
done by the USPS without Commission input or review.  Questions/comments 
regarding changes to international rates and mailing procedures should be 
directed to the U. S. Postal Service at www.usps.com
