I think it's basically an effort to more fully get into automated mail handling. I was always surprised that a wierd shaped lumpy envelope or small box which weighed say 4oz would go at the rate of a standard 4oz envelope. I know they had the $.12 "odd size" adder but most people ignored that. .
The elimination of overseas surface mail for boatanchors is going to impact us. Maybe they need the container space for something else. Maybe the surface shipping companies have a bigger lobby than I thought. The USPS surface rates were really good in comparison.
