Dick:

If you replace the meter and shorten the needle, most d'arsonval meters have 
3 balance points. They are behind the pointer.
They are there to keep the meter on zero no matter what position. they slide 
back and forth and look like
tiny coiled springs.
I would not cut the needle.
Yes balance will affect the accuracy.
