I know everyone has different experiences.

Since March of 2003 I have had three instances of goods not being 
received where I had made my payment through the PayPal service. Two 
were private transactions and one was an eBay auction. In all three 
cases I followed the PayPal dispute resolution procedure and received 
my money back.

In the years I've used their service I've made over 300 sales and made 
many more payments than that. They have never failed to fulfill the 
terms of their agreement. As with any legal agreement you should 
actually read the terms and understand what they will and won't do 
BEFORE you sign up for a service.

There are risks in any transaction whether it's electronic, via paper 
mail, or face to face.
