Interstate theft is just that, whether it's via eBay or any other route.

I suggest you talk with the FBI and Federal Trade Commission.  You
might also talk with your local police, but they might not be able to
do anything since it's an interstate matter.

I don't know what, if anything, PayPal will do.  Don't they have some sort
of payer protection plan, kinda like an escrow?

How much did you pay for the Alinco?  I only ask because you might want to
file a court action against KI4KET, but it's just about impossible to pursue
a
small claims court case across state lines.  You could go to your local
equivalent of our (CA) superior court and file a civil suit there.  I assume
KET won't appear (you'll have to have him served in his area) and you'll
win the case by default.  You can then place a lien on his property (home,
car, etc.) and he'll get a big surprise when/if he goes to sell the
property.
