The safest ways is purchase with a credit card and file a claim for non
receipt with the credit card co.
Caution:
PayPal has a time limit to file a claim. Thirty days after the sale is
closed, they wash their hands of the deal.
Even after that, the credit card withdraws payment from PayPal and PayPal
debits the sellers account and withdraws the charge.
It has worked for me on a couple purchases over $1200.00 that never
delivered the merchandise.
