You can consider it to be anything you want.
You can choose to block everything from every ISP (AOL is a better
taget, imo).  Just think of how much email you won't have to receive!

There's a lot to be said for a whitelisting policy.  It sure as hell is
effective - much more effective than most other methods.

It also serves to provide the person using it with a greatly pared down
inbox, largely because of people who go insane when whitelisting is
implemented.
