The FCC generally insists that all gear used for
specialized services, e.g. commercial or unlicensed
(such as FRS or CB) be specifically approved for those
services.
GMRS requires both a license to use and specifically
approved gear.
Ham Radio is the only service of which I am aware where
the FCC permits user-modified and/or user-built gear.
All commercial Ham gear must be FCC approved.
Gear FCC approved for one service generally must be
FCC approved for use on another service.
The safest legal course of action is to ask the FCC.

local PD/fire/etc be used on FRS/GMRS, as long as that
radio originally supported the narrower band FM used on
FRS? [FRS and GMRS do not use the same deviation; GMRS
uses regular 5kHz, while FRS is narrower.] At any rate,
I *think* any commercial UHF radio can be used on GMRS
(assuming one has the license), so any commercial radio
that covers 430-470 should serve the original poster just
fine--the original poster did not indicate the desire to
use FRS anyhow.
