So, if a Ham wants to offer to pay the shipping to
those areas where he/she can afford to pay them, instead
of saying CONUS perhaps he/she needs to say "Except for
Zone 8" or whatever zone(s) is/are significantly more
costly from their QTH than the others?

We will still have the "feelings" people "hurt" because
we have been "mean" to them but our spouses will be
less angry because we aren't drawing down the family
budget as much?

I have observed that some Hams say "USA-only", which
I suppose hurts the feelings of Americans who are for
some reason living overseas, not to mention the
majority of the world's population that does not live
in the USA.

I guess the choice is then to either risk hurting
someone's feelings or to make shipping cost always
a separate item from the gear.

As a recovering "sensitive male of the 90's" who has
not yet heard what we are supposed to be in the 2000's
I think I will continue to do what I "feel" is best
and live with the fact that someone out there chooses
to feel bad about it.  Otherwise I become co-dependent
and there are already too many co-dependents in the
world!

I am feeling bad for this virtual horse so I will
cease beating it.  Y'all do as your consciences
... and the list mom ... dictate.   ;-)
