You've missed the point. Flat rate packages have the same ship charge
anywhere there is a USPS Zip code. Using your example, 45 lb package from
34667 to 55943TX and from 34667 to 96716HI, shipping by parcel post would
be a different cost, since you're not shipping it as a flat rate. Using
your same example from 33667 to 91501CA, ship price is $40.99, and from
33667 to 99516 AK (NOTE: in my previous e-mail I incorrectly used AL
instead of AK for Alaska). Whether you ship this 45 lb to Alaska,
California, or Hawaii from 33667, the price is the same. Likewise, if
they ship the 45 lb package from these three locations to 33667, the
price is the same.
Also, USPS does not have a "fuel cost" formula. The postal increase was
due to a 2006 escrow funding obligation of P.L. 108-18 set by Congress
and as recommended by the Postal Rate Commission. I was also mistaken
when I said this was the first rate increase in 3 years. It was the first
rate increase in 4 years. More information is available on the postal
rate increase, and the possible minor increase in 2007, on the USPS web
site.
