DSI Model 3600 A frequency counter

This counter goes up to 600 MHz with a separate
prescaled input.  It has an 8 digit LED readout, and
runs off of 12 V DC.

This counter is in good mechanical shape, but 
electrically, it appears that the internal oscillator
may not be functioning, in that it does not "gate."
All 8 digits are functioning well, and look nice.
