It's getting harder to find old plates.

States that have either local or state property tax (or high
registration fees as an alternative) on vehicles require the owner to
surrender the plates in order to take the vehicle off the tax rolls.

Connecticut allows the cities and towns to tax cars just like real
estate (at the same as their local mil rate) using a valuation book
provided by the state's MVD.  I kept a vehicle in Arizona for a few
years - there is no property tax on cars there.  However, the
registration fee there was $550 a  year. The duplicate car I kept in
Connecticut had a $37.50 annual state registration fee AND an annual
$490 local property tax.  Both the Arizona registration fee as well as
the Conn local property tax declined each year as the vehicle's value
declined.
