I have a satellite system for the same reason; the local telco "has no 
plans to upgrade the system".
However, I have , and have had, no problems of that type. My Dish and ISP 
are from Direcway, and I have a small family LAN. I can, but rarely do, tie 
in five PCs at once. (Two using Win XP, One using Win ME, one using Win98se 
and one using Win98) All feed to the Internet through My own machine, using 
common wireless adapters.
I do see speed differences at different times of the day, but I have to be 
trying to move a lot of data, like many email messages or a large program 
file to see it. Since his problem is affected by a restart, I suspect he 
has a software or operating system setup problem; The "static" excuse is 
silly. To really be able to see any clues, a trouble-shooter will have to 
know what the hardware and software setup is.  To start, these may be 
significant: Server and ISP, Modem, Operating system, e-Mail program, 
Browser, CPU, firewall and security provisions.
As I said, these are a start; some simple tests might clear it all up.
