[ForSale-Swap] WTB: cheap UHF

Looking for an inexpensive 8 or 10-channel programmable UHF radio to be installed
in our local library for emergency use.  Only need about 30 watts and CTCSS.  

We use GMRS for local emergency communications.  The library is our emergency 
operations center in our town of 900 people.  We tried 27 MHz CB, but it's pretty
useless in these hills.

I donated and installed a 40 watt GMRS repeater and we can hit several more, so
a radio with 8 or 10 channels would be great.

Can anyone help, please?
