You would not need a full install, not if you have anything to verify that
you own the right to the OS. That could be any disk 1 form an earlier
version or a Win 95 CD . If you have none of this then I hope nobody will
send you one. You must go to the store and buy it. That is the law.

Yes if the sender totally destroys all copies he has of this version and
deletes from his system then it would be legal but you can't tell me anyone
is going top do that.
