I fail to see anything in the report that involves
a Ham operating within the terms of his/her license.

The law refers to deliberate interference and/or
operating illegally.  Neither applies to a Ham
operating legally.

No lower court may enforce any local law that
conflicts with a federal law and as soon as anyone
tries to prosecute a Ham operating legally the
higher courts will either invalidate the law or
severely restrict it.

There are also laws on the books re. the use of
scanners while mobile.  They have been clarified
to specifically exclude Hams.

This sounds like "much ado about nothing".
