[FLARES] Sarasota County ACS FEMA/DHS Compliance

As of today, Sarasota County ACS membership is now 100% compliant with
the minimum FEMA and DHS "Entry Level" training guidelines (ICS-100 and
IS-700) and the State's ARECC Level I requirement.

Most of our members have progressed beyond the minimum training
requirements ... some even going has high as the "Command and General
Staff" training level (the highest).

Is it worth it? The FCC's "Public Safety and Homeland Security Bureau"
has recognized us, and 3 other Emergency Management offices have
contacted me and expressed interest in what we are doing. We must be
doing something right, so yes ... the effort is paying off and
definitely worth it!
