Indian River County Auxiliary Communication Services ACS is at Level One
Alert as of 17:30 hours Wednesday, August 11, 2004.
Level One Alert: Computer Models Indicate A Possible Threat to the Operation

EVENT INFORMATION:
** RELEASE INFORMATION FROM IRCEOC**
Tropical Storm Charley was upgraded to a hurricane this afternoon. Now with
sustained winds of 75mph. The hurricane force winds extend 30 miles and the
tropical storm force winds extend 115 miles. The forecast track is a little
more to the west than this morning. Some of the models are accounting for
the short southerly jog this morning. We are still within the wind field,
but the wind field is not extending. Hurricane Watches have now been
extended to southwest Florida from Flamingo northward to Bonita Beach. No
watches or warnings for Indian River County.
There is not much more to report at this time as far as the forecast. So, I
will spare everyone all the pictures and narrative

Preparations for property and family should be competed NLT 17:00hrs
Thursday. Personnel are strongly encouraged to make any necessary personal
preparations to assure your timely response should an activation order be
issued. Expect Level Two minimal activation Thursday. Mission packages
should be designed to support:
ESF-2 ACS. 3 Operation centers, 1 county shelter, 2 ARC shelters with
total staff of 12 operators.
CAP traffic relay from EOC to Command Net
MARS traffic relay from EOC to Command Net
SHARES traffic relay from EOC to NCS
SKYWARN traffic relay to EOC and NWS Networks
ESF-9 CAP 1 UDF/SAR Team for ELT area operation tasking by AFCC and State
EOC.
NOTE: CAP advise on number of MRO and BCUT staff and the
possible of shelter radio operation in Indian River County.
Please advise additional to ACS Command
Any ESF-2 that may have additional manpower please includ on your next
report 08/12/04 at 13:00hrs local.

FL078 has the following ES qualified resources available for missions within
Group 4:

- Available hours to next maintenance (~100 hours)
- Aircraft sensor status (none)
- Aircraft will be hangered at Mirabella Aviation, Inc. during the
passing of Hurricane Charley.
Elper condition tested excellent on 2 August 2004
Various VHF radios are available for missions as well as cell phones for
Emergency Services personnel. Several of the personnel also have Nextel
direct-connect capabilities.

of the level 1 activation at 11:30 AM this morning. They were
requested to reply to me their availability for shelter deployment. They
have also been requested to attend ACS/ARES meeting this evening.

SKYWARN:
Charley is forecast to enter Tampa around 6:00 a.m. Friday, exiting
somewhere along the East coast of Florida. The TS force winds extend 200
miles out so we should feel them by Friday a.m., winds could reach as high
as 60-70 mph by Friday pm. Expect 6-10" of rain in a 24-hour period.

HURRICANE NET will commence with the regular HF radio net this evening at
20:30, 22:00 and 23:00 hrs local. Plan on HF Net roll call on Thursday every
two hours starting at 10:00 hrs. If possible, VHF stations need to check in
with their local HF station during the HF Hurricane Net.

REACT:
The Florida Council of REACT Teams is at LEVEL 1 effective 20:00hrs Aug 10,
2004. This upgrade is due to the National Hurricane Center now projecting
current Tropical Storm Charley to impact the west coast of the State of
Florida sometime between Saturday and Sunday.
FCRT Level 1 definition: Notification - State Council Emergency Coordinator
will notify all Council Officers.
Officers will assess the situation. Key Teams may be notified
It is recommended that the teams near Tampa and north toward the big bend
area to watch this storm closely and prepare for a possible direct impact
NOW. ALL teams eastward need to prepare for possible heavy winds and rain.

SATERN
PRIOR to Landfall, SATERN has traditionally assisted by having its members
monitor the Hurricane Watch Network
which meets on 14.325 MHZ as a matter of support and information and SATERN
is activated specific to the
dynamic of the Hurricane's impact at landfall.
SATERN will establish its traditional emergency network on 14.265 MHZ, when
needed and provide emergency
communications into the affected area along with Health and Welfare
assistance for those who are concerned about loved ones in the (area). After
an event, those who need this service can go to satern.org and click on the
Health and Welfare link.
CCT County Communication Team:
Communications is occurring with IRMH to prepare for possible activation and
deployment to set up emergency communications in the second floor
communications center.
