[FLARES] AEC positions

Keith,

AEC appointments can be assigned, by you, for just about any specific duty
you want or as a general assignment as well.

Some specific assignments that have been done in West Central Florida
include Skywarn Coordinator and Senior AEC.  The Senior AEC position is only
granted to one individual and that individual becomes the second in charge.
If the EC is out of town, or otherwise unavailable, then the Senior AEC
would automatically assume the duties of EC while you are unavailable.  This
makes it easy for your members or served agency if you are not available.

Again, you can pretty much use this appointment as you see fit, or not use
it at all.  An AEC need not be a league member.  As I recall the NFL plan
does not go into any specifics regarding this appointment.
