[FLARES] Recommended member training resources

Hi all,

I want to start a discussion about a course of study/training that you'd
recommend for ARES members.  I have somewhat of an idea but I'd like to
collectively come up with what we might agree upon as being a desired
study plan.

I'll start by listing some things but would like more experienced heads
to help fill in blanks, prioritize, add/subtract, give source locations,
etc.  Also, is there a suggested level of course study to follow, such
as Beginner, Intermediate, Advanced for the general member and for AECs
and ECs?

Many people ask where and how they can get more training.  Maybe we can
formulate some consensus list that ECs can use as a reference guide to
pass along.

Priority: 1 (Note:  These maybe should be the first courses taken by
ARES members.
	Step 1: Amateur Radio Emergency Communications Level I
	Step 2: Amateur Radio Emergency Communications Level II
	Step 3: Amateur Radio Emergency Communications Level III

Priority: (List recommended disaster services volunteer courses that may
be appropriate, who should take and if there are several, in what order)
