Thompson, N0IA, be contacted for input.  He's one of the "movers and
shakers" behind a layered packet approach (not SEDAN) to digital
communications and is very much involved in the development of using
Amateur Radio to gate to the internet email system allowing emails to
flow in and out of an affected area ("The Last Mile").

At the moment option 2 seems to be the most likely of the two but who
knows.
We have until January to come up with some real answers.  Anyone want to
