The new version (2.3.2) of the free FISTS Log Converter Windows program
http://fists.co.uk/flc includes improved handling of QTHs and States.

 

FISTS Log Converter makes it easy to track and apply for FISTS Awards. It
can read ADIF files exported from logbook programs, Ham Radio Deluxe MDB
logbook files, or alternatively has a simple logbook of its own that can be
used.
