[Fists] QSY'ing away from a calling freq.

I have to believe that when Geo created FISTS and wanted a calling frequency
that there was much more
CW activity on the bands back then.  Just during this second year of FISTS
membership I have noticed a
big change in the CW bands as well as the number of stations I hear on
14.058 and 7.058.  Here on the
West Coast I have heard less CW activity overall, (except during contests).
It's less likely to have your
CQ answered when the bands are so quiet.  If I am feeling like operating
QRP, I give a listen or a call around
the QRP frequencies.  If I feel like having a FISTS QSO, I tune to the FISTS
frequency or around there if a QSO
is going on.  I am not put off for hearing a CW QSO happening at a certain
designated frequency but
am instead glad to hear some CW activity and will tune around and look for
someone else to have a QSO with.
Until activity increases on the CW bands, how about just having the QSO
where the station is calling?
