Those who plan to make comments may want to focus in on the part about their
'study' of the bands. They called it a "Analysis of Band Occupancy by Mode".
They limited the number of 'hits' in the CW band areas, eliminating counts
for stations just calling CQ for a contest that was active at the time. They
also only focused in on US stations. (See page 11). The study didn't include
digital stations either.
Point out the problems with that defective 'study' when you comment to the FCC.
