[Fists] The "Sending CC's" note

The reason is that when people send CC's to other lists - like QRP and CW 
etc. all of them bounce, and the list owner has to take care of them either 
by allowing them or denying them.

Sometimes I send a message back to messages that have been posted to 
"History", "CW", "QRP", "Brasspounders" and so forth when I'm not a member 
of them all.

But I have NEVER seen a list that delays messages if I were to send a 
message to W2AGN at pobox.com who is a member of the list.  This isn't normal.

I think it's ridiculous. This is  the only list I know of on qth.net
that does this stupid trick. I have NO idea what the reason behind it
is, but it should be changed.
