[Fists] CW testing.

I sent my opinion to my Director, Frank Fallon of the Hudson Division.
This is the response I was given:

"Larry,

Your wishes noted.  I have had a great deal of input on the issue from a
survey I took a few months ago of Hudson Division members.

The ARRL Board will vote a proposed plan next week when we meet in
Hartford.  That proposal will most likely require a CW test for the
Extra Class license only.

I must admit that I am of the opinion that the FCC will eventually
follow the plan that has been adopted in most EU countries and drop CW
testing entirely, but it will take them more than a year to make that
announcement.

If they do remove Morse as a requirement, I hope someone is smart enough
to boost up the technical questions; or at least remove the question
pool as the FISTS NPRM proposed!
