In November 2003 the Northwest Div director, W7OZ, sent
an division newsletter via e-mail. In that message he
twice solicited respnses/opinions on this issue. His
e-mail included his analysis of the code testing
'situation' both past and present.

His opinions closely echoed my own. Not that I like the
direction the facts take me, but I had to agree.

I sent a long discussion of my views, including reference
to the FISTS petition (RM-10811).

I received a short but very courteous reply thanking me
for my input.

Of course, I do not know if my opinions had any impact as
the Division Director was unable to attend the ARRL BoD
meeting (medical reasons) and the Vice director attended
in his place.
