Not so.
The FCC doesn't issue an NPRM to hold a popularity contest, and rules
aren't made on the basis of how many people will be pleased or displeased.
If all you're going to say is "I agree" or "I disagree", then you're
wasting your time and the time of the person who has to sift through all
the comments and pull out the ones which make a point..
The rule makers want rational and reasoned explanations why a proposed rule
change is a good idea or a bad idea. The number of "votes" for or against
is irrelevant and is mostly ignored.
