[Fists] FISTS Petition - Comment on RM-10811

The FISTS Petition has been given the number RM-10811.  FCC is now =
receiving comments. =20

Note that it the FISTS petition NOT just about CW - it is very =
comprehensive and proposes better support for digital modes, upgraded =
technical skills, and better testing procedures.  This is the Ham Radio =
the restructuring SHOULD have given us! =20

Please give the FCC your comments before Nov 1.  Links to the Petition =
